Responsibilities
The Benefits Manager is responsible for enterprise-wide regulatory governance, vendor management, and strategic communications delivery for General Dynamics health, welfare, and wellbeing programs.
As a key member of the Corporate Headquarters (CHQ) Benefits team, this role provides subject matter expertise across a decentralized, multi-business unit structure. The position oversees third-party administrators and wellbeing point solution vendors to ensure operational excellence, regulatory compliance, financial stewardship, and consistent employee experience. This role leads cross-functional, complex initiatives that mitigate risk and align benefits strategy with organizational objectives.
Enterprise Compliance & Regulatory Governance
- Lead implementation of regulatory and legislative changes impacting all health and welfare programs.
- Oversee required filings and reporting including ACA, PCORI, HIPAA, Gag Clause, Form 5500, Mental Health Parity (MHPAEA), RxDC, and related compliance submissions.
- Ensure compliance controls, documentation integrity, and audit readiness across all programs.
- Lead responses to internal and external audits.
Welfare, Leave & Wellbeing Program Leadership
- Provide strategic oversight for welfare and leave programs including life, AD&D, voluntary benefits, short-term and long-term disability, FMLA, state-mandated leave programs, and wellbeing point solutions.
- Ensure programs are administered in accordance with plan documents, regulatory requirements, and contractual obligations.
- Lead program implementations and enhancements, ensuring operational integration, vendor readiness, and effective communication delivery.
- Analyze utilization trends, financial performance, and service metrics to inform recommendations.
- Drive process improvements that enhance efficiency, participant experience, and compliance posture.
- Serve as escalation point for complex participant, business unit, or vendor issues.
Vendor Management & Performance Governance
- Serve as primary relationship owner for welfare, leave, and wellbeing vendors.
- Monitor service-level agreements and performance metrics.
- Conduct formal governance meetings and performance reviews.
- Oversee contractual compliance and alignment with enterprise standards.
- Escalate operational or compliance risks and lead corrective action planning.
- Evaluate vendor capabilities and support RFP processes as needed.
Benefits Communications Strategy & Delivery
- Partner with third-party communications consultant and Business Units to develop and execute a multi-year enterprise benefits communications strategy.
- Lead Annual Enrollment communications strategy across a decentralized structure with varying business unit requirements.
- Ensure regulatory accuracy, consistency, and clarity across all benefit communications.
- Measure communication effectiveness using engagement and utilization data; adjust strategy accordingly.
- Develop executive-level presentations and strategic updates for leadership and Business Units.
Qualifications
To qualify for this role you must possess the following:
- BS/BA degree in Business Administration or related discipline or equivalent combination of education and experience.
- Professional certification (CEBS, SHRM-CP/SCP, PHR/SPHR) preferred.
- Minimum six (6) years of progressive experience in benefits administration.
- Experience in an outsourced benefits administration environment (client or provider side) preferred.
- Experience managing third-party vendors and complex cross-functional initiatives.
- Strong knowledge of federal and state health and welfare regulations.
- Ability to manage multiple priorities in a deadline-driven environment.
- Excellent analytical, problem-solving, and organizational skills.
- Strong written and verbal communication skills with ability to interact effectively at all organizational levels.
- Proficiency in Microsoft Office applications.
- Participate in special projects and perform other duties as assigned.
- Must be willing to work at the General Dynamics' Corporate Headquarters Monday through Friday and in emergecny situations as needed.
