Job Description
We are seeking a Proposal Manager to join our Leadership Team within the Proposal Development Centre. This role may be based in our Calgary, Halifax, or Ottawa facilities.
As a member of the Proposal Leadership Team, you will lead complex defence proposals, ensuring compliant, high-quality submissions and compelling narratives that differentiate General Dynamics Mission SystemsCanada. You will provide leadership and mentorship to proposal professionals, align and guide cross-functional Capture Teams, and execute disciplined capture and proposal strategies that drive business growth.
This role drives end-to-end proposal development working in close partnership with Business Development, Program Management, Engineering, Finance, Procurement, Commercial, Legal, Security, and Operations. You will take ownership of on-time, compliant submissions, deliver high-quality proposals, and directly contribute to winning strategies.
Key Responsibilities
- Lead the end-to-end development of RFIs, RFPs, RFQs, and related solicitation responses, ensuring timely, compliant, and high-quality proposal submissions.
- Foster positive, collaborative relationships between proposal managers and proposal support specialists across the Proposal Development Centre.
- Collaborate with multidisciplinary Capture Teams, including business development, engineering, finance, security, sourcing, and manufacturing, to develop technically sound and customer-focused solutions that follow business development protocols.
- Mentor, coach, and provide peer leadership to the capture team members, fostering a culture of continuous improvement and professional growth.
- Develop and manage proposal development plans, including schedules, compliance matrices, storyboards/work packages, outlines, templates, and review plans.
- Plan, facilitate, and lead proposal kickoff meetings, proposal status reviews, workshops, and focused collaborative sessions.
- Assign, track, and monitor proposal writing and content development tasks, ensuring deadlines and quality standards are met.
- Maintain proposal baselines and manage updates resulting from solicitation amendments, assessing and communicating impacts to stakeholders.
- Ensure strategic messaging, branding, style, and corporate standards are consistently applied throughout proposals.
- Plan, manage, and execute colour team reviews (Pink, Red, Gold), including reviewer selection, preparation of review-ready materials, facilitation, feedback consolidation, and recovery actions.
- Manage all proposal production activities, including digital and print deliverables.
- Drive adoption of Agile proposal development practices, AI tools, and digital collaboration platforms to accelerate turnaround and efficiency.
- Harvest key proposal content for the Proven Experience library to support reuse and improve consistency across future bids.
- Track and report proposal status, risks, and key performance metrics to leadership, including compliance, on-time delivery, and win-rate contribution.
- Foster positive relationships across the Proposal Development Centre.
- Lead or support initiatives to standardize proposal templates, tools, processes, and best practices across the organization.
Qualifications
- Bachelors degree in Engineering, Business, or related field;
- Master Business Administration (MBA) Master of Science (MSc is an asset)
- Minimum 8 years of work experience, 5years of experience in Proposal Management, with experience in leading proposals>$10M.
- Strong written and verbal communication skills, with the ability to craft persuasive, customer-focused narratives.
- Experience working with external customers
- Experience with proposal management tools, SharePoint, Microsoft Office Suite, AI platforms, and colour team review processes and bid decision gates
It is a requirement that General Dynamics Mission Systems-Canada be registered with the Canadian Controlled Goods program and that all of its workforce be security assessed. Successful applicants must meet all applicable security requirements, including but not limited to the ability to obtain and maintain a Canadian government security clearance. You must be eligible to work in Canada.

What We Offer
The expected hiring range for this position is $127,000 - $140,000 CAD annual. This role is eligibile for a management incentive plan.
