Overview

The Concept Formulation (CONFORM) team oversees EB's concept development work which includes leading SSN(X) and program insertion studies, research and development efforts, university and small business outreach, payload integration, and warfare analysis. Groups within CONFORM include SSN(X), R&D, and Payloads & VIRGINIA Evolution.

The CONFORM department champions the continuous infusion of warfighting capability into submarines to maintain EB's leadership position within the industry, and to ensure that U.S. submarines remain relevant in the future world of undersea warfare.

This position in the SSN(X) Program Office (Non-Propulsion Plant) is for early program development and management. Within this role, it is expected to have the frequent interactions with PMS351, the primary customer for SSN(X), as well as interfacing across the NAVSEA/DoD organization including NAVSEA073, the Office of Naval Research (ONR), PMS450, DARPA, NUWC, NSWCCD, NSWCPD and various industry partners.Work is performed in close coordination with the other CONFORM lines-of-effort.

Responsibilities include:

  • Interface and coordination with many of EBs functional groups (Engineering/Design, Contracts, Finance, Purchasing, Legal, and Program Offices), subcontractors, and vendors
  • Support early program development including preparing for Milestone A decisions, SSN(X) funding profiles, early IMS planning and industrial supply base studies, and long lead R&D planning, which include:
  • Development and coordination ofefforts that support customer program reviews and tracking action items and commitments
  • Preparation and coordination of meetings to demonstrate progress, challenges, and resolution plans for program tasking and orders
  • Oversee SSN(X) task funding to allow work to continue uninterrupted
  • Develop and oversee processes and procedures for task management for the SSN(X) program
  • Preparation and review of technical and programmatic documents for the customer (Navy)
  • Frequent interface with both military and commercial customers is required. Some travel is expected.


Responsibilities

  • Strong written and verbal communication skills and organizational skills to manage tasks concurrently are required.
  • Must be highly motivated and a self-starter who can develop relevant details from general requirements.
  • Desire to work in a dynamic, fast paced environment.
  • The ability to simultaneously coordinate multiple different tasks.


Qualifications

Required:

  • Bachelor's of Science degree in Engineering
  • A minimum of 3 years of program office or technical project management experience in a business setting
  • Ability to obtain and maintain a Secret security clearance through the Department of Defense

Preferred:

  • Experience with early program planning and development from other Electric Boat programs is desired
  • Broad knowledge of Electric Boat business operations and interactions among organizations, e.g. Finance, Contracts, Legal, Engineering, Design, Planning Yard, Program Offices and Operations, is desired
  • Basic understanding of submarine missions and requirements.
