Technical Cloud Modernization Development Task Order Manager
Overview:
GDIT is seeking a dedicated Technical Cloud Modernization Development Task Order Manager to lead and manage critical IT and cloud modernization initiatives by establishing technical roadmaps and ensuring alignment with strategic goals and technical requirements. This includes driving initiatives that reduce technical debt, modernize legacy systems, and deliver high-quality technical solutions through workload migrations, containerization, and microservices adoption. The position leverages expertise in DevOps, Agile methodologies, and coding best practices to ensure consistent, scalable, and sustainable technical outcomes in cloud modernization. This role requires a unique blend of technical expertise and strong leadership skills to ensure successful project execution. In this position, you will lead cross-functional teams ensuring efforts align with strategic goals, meet technical requirements, and adhere to high-quality standards in cloud and IT modernization projects.
Responsibilities:
- Technical Leadership
- Act as the technical execution lead for task orders, ensuring technical solutions are in alignment with overall system solution and achieve technical quality delivery outcomes.
- Establish comprehensive technical roadmaps centered on cloud and application modernization goals, emphasizing workload migrations, containerization, and microservices adoption.
- Apply in-depth knowledge of DevOps and Agile methodologies to manage and optimize modernization efforts.
- Establish coding standards, best practices, and processes to ensure consistent, high-quality development.
- Research, recommend, and incorporate new and emerging technologies to enhance modernization projects.
- Oversee modernization of legacy IT environments using Microsoft Azure cloud services, DevSecOps, ServiceNow modules, and database technologies.
- Implement best practices for application modernization, including cloud migrations within Azure IL2, IL4, IL5, IL6 environments.
- Ensure compliance with regulatory standards and cyber security requirements, including the Authority to Operate (ATO) process.
- Management
- Guide teams in adhering to cloud compliance regulations (e.g., FedRAMP, NIST, CMMC) and ensuring alignment with enterprise IT governance.
- Oversee task orders or projects simultaneously, managing risks, budgets, and technical outcomes to meet broader organizational objectives.
- Lead projects from initiation to completion, managing project scope, objectives, risks, and financial budgets (e.g., Cloud CSP budgets using tools like Cloudability and Kion).
- Coordinate with stakeholders to gather requirements and evaluate modernization opportunities.
- Develop and manage project timelines, budgets, and deliverables using tools like Microsoft Project and GitLab.
- Identify program risks and deficiencies early, developing and communicating mitigation strategies.
- Foster a culture of continuous improvement by incorporating lessons learned into future efforts.
- Successfully handle multiple complex projects concurrently while maintaining quality and adherence to deadlines.
- Mentor team members, conduct performance evaluations, and identify training opportunities to nurture a high-performing team.
- Stakeholder and Team Collaboration
- Facilitate collaboration between task order owners and cross-functional teams, ensuring consistent strategic vision and technical execution.
- Proactively align team outputs with customer priorities, providing solutions that address mission-critical challenges in cloud and IT transformation.
- Serve as the primary point of contact for customer interfacing, including conducting technical exchange meetings with government customers.
- Present technical updates and modernization strategies confidently to both technical and non-technical stakeholders, including senior leadership.
- Support technical Scrum teams by facilitating Agile ceremonies and providing Sprint Review updates.
- Manage cross-functional teams and vendor relationships, ensuring collaboration to achieve project goals.
- Coordinate across departments (e.g., QA, product management, and infrastructure teams) to ensure smooth workflows and project delivery.
- Change Management
- Facilitate change processes to smoothly transition to advanced systems and technologies.
- Manage hiring processes, including creating requisitions, coordinating internal recruitment interviews, and conducting technical candidate assessments.
- Support workforce transformation by helping teams adopt new tools, processes, and methodologies during modernization.
- Modernization and Innovation
- Drive adoption of cloud computing, microservices architecture, DevOps, and Agile methodologies.
- Utilize AI/ML technologies, automation tools, and frameworks in IT modernization initiatives.
- Conduct regular cybersecurity assessments to ensure systems remain secure and compliant.
- Promote strategic integration of cybersecurity and FinOps strategies into modernization efforts.
- Manage meeting all performance standards to ensure effectiveness and quality of the teams' outcomes. Such as improvement of teams velocity and defect resolution.
Key Requirements:
- Bachelor's degree in computer science, Information Technology, Engineering, or a related field. Advanced degree preferred.
- Position requires Active Secret clearance.
- Proven track record managing IT modernization projects, including cloud computing and legacy system re-engineering.
- Hands-on experience with Azure environment management and ServiceNow modules.
- Strong understanding of DevOps, Agile methodologies, and modernization best practices.
- Knowledge of cybersecurity assessments, cloud financial budgeting (Cloudability, Kion), and regulatory requirements.
- Exceptional communication, leadership, and problem-solving abilities for customer interfacing and stakeholder management.
- Ability to handle multiple complex projects concurrently.
- Experience mentoring engineers and building high-performing, collaborative teams.
Preferred Experiences:
- Azure and technical certifications (preferred).
- Familiarity with DevSecOps pipelines, CI/CD processes, and tools such as Jenkins, Terraform, or Kubernetes.
- PMP certification and Agile certification (preferred).
- Experience in large-scale enterprise IT modernization or government/defense sectors.
- Familiarity with automation tools, AI/ML technologies, and Spectrum Management.
- Bonus: Prior technical development experience
- Bonus: Any experience in Spectrum Management
The likely salary range for this position is $170,000 - $230,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
